Yes.
You can overclock your CPU if you feel like squeezing more power juice from it as ESO is heavily dependent on CPU compared to GPU.
I have a laptop with an i7-6700HQ and GTX 980M and the lowest FPS range it goes in a full-on zerg vs. zerg (pop locked PvP campaign) is between 20-30 FPS. To me, that's pretty decent as there are a lot of things happening in one instance and considering I am using a laptop.
In that regards, your chosen gaming rig would perform better than mine.
