Attribute bars are always visible

ISSUE:
PC 64-bit client, no addons, repair done, removing the live folder files (AddOns & SavedVariables folders, loose files) tested, still the same problem.
For some reason I'm seeing my attribute bars at all times despite the game setting being set to Automatic instead of Always On. Both the Always On & Don't Show settings appear to work as expected.
I'm seeing this on characters whose only buffs are the ESO+ effect and a Mundus stone (various). My sorc and warden also had an active pet. No food buffs during testing and logging in without one active.
Any suggestions on a fix for this? I did a quick search in case this was a known issue but it appears not to be so thanks for reading.

Since this is still happening after removing add-ons and live folder files, you should submit a ticket with customer support for further help.
