To make it rare but not bouyant arminger rare but not common enough so you can't buy it for 500 gold and call it a day please offer this through a questline that opens it up when you reach max rank in a crafting profession. And having 50 per skills (blacksmithing,clothing,enchanting) will make the quest shorter for you.
The quest concept: davayth fyr has noted your crafting professioncy and will offer you a chance to bend a daedra's will into a armor shape worthy of a telvanni master. The quest will take you into the process of binding the blood of lorkhan and forcing a daedra to shape into a telvanni shaped daedric armor.
This will explore how a daedra is made and offer a questline for characters who have maxed out their crafting professions. What this does is elimate the rng factor and as long as a character is professient in crafting that will be able to obtain the costume

Morrowind handed out Daedric like "a participation trophy?" Really? There was one piece where there was only one available in the entire base game. (Of course, the bigger problem was that wearing all Deadric would have made it impossible to pick up much more than a single comberry before becoming over-encumbered.)

In daggerfall people had daedric gear in their cupboards, you could just break into a house and get it. This will be a costume though and probably cost something around 1500-2000 crowns if I were to guess. It's way too popular to just be handed out with a quest.

Ah yes. I remember that lovely glitch where you can get infinity daedric armor and weapons from an Inn in Daggerfall... Great times. At any level too.
OP contradicts himself saying it’s easy to max out a profession (which it is) and then saying not everyone is a master crafter (which isn’t hard to do if you really want to).
I agree crafters should be thrown a bone, but a costume isn’t what’s needed. I rather think OP wants the costume for free out of emotional attachment.

And you could actually sell the items to merchants because they had infinite gold instead of the measly 1000+ gold merchants have in the later games.
