The damage portion of both abilities is Frost damage and both are class abilities. Innate and Ysgramor should effect the damage- no matter if it scales off health, magicka, or stamina.

Sure, it'll increase the spell damage of an ability that doesn't scale off of spell damage.
And Ysgramor will also boost the spell damage...of an ability that doesn't scale off of spell damage.
It's worth testing, but as written, neither Ysgramor nor Axiom have any effect. Just like how Axiom has no effect on sun shield or Green Dragon Blood.

Most abilities in the game use a formula that takes into account the appropriate stat (magicka, stamina, or health depending on the ability) as well as your weapon or spell damage, based on whether it deals magic or nonmagic damage.
So even though it says it scales with health, it should be a combination of health + spell power, as it deals magic damage. Assuming it works like every other ability in the game, anyways. If it doesnt work that way, it's bugged and should be fixed.
