I've got both PS4pro and quite decent PC, playing ESO on both. PC wins hands down in both image quality and gameplay smoothness. Has its own quirks, but it's faaar superior. BTW. Actually in enhanced mode your fps doesn't jump to 60fps and in fact it's more stable in 4k mode. In enhanced mode, in populated areas or trials it's far worse than in 4k mode. The fps on PS4pro in 4k mode is usually somewhere between 20 and 30 fps (mostly sticking to 30, with occasional dips), while in enhanced mode (it sure looks much better, save for some jaginess you have to get used to) it can sometimes drop to unplayable levels... Plus there is an additional lag in enhanced mode (probably due to fps drops and generally unstable fps).
Now. People that are used only to consoles might not see that, but I've been playing on both PC and consoles for years (and I'm a playstation fan). Using Dualshock on my PC as a primary control device, FYI.

Simulated 60fps by the Samsung KS8000 ,
Believe me they look like real 60fps , the TV processor is interpretating the missing fps.

Sure, standing still and walking around in Glenumbra the game plays very well. Things are great assuming you avoid combat-intensive content such as PvP or trials.
I get 30FPS like this on PS4 Pro. If I turn up the correct settings on my TV, the 4K HDR is complimented by what appears as a *mock* 60FPS (or more).
The downsides:
- The game itself feels a if it play a tiny bit slower, meaning it is a bad idea in scenarios where you are engaged in combat that requires quick reflexes. It'll frustrate you a lot and definitely make you play worse.
- It is a fake improvement to FPS, causing lots of screen tearing effect that is extremely annoying to deal with when turning your camera
What I notice the most FPS-wise on PS4 Pro is that I'm getting 5-10FPS in vHoF, due to what is likely a memory leak issue which ZOS has neglected to address for a very long time. You start at 25-30FPS in the trial and dip to 5-10FPS overtime.
