You shouldn't require Orsinium at all to hand in writs, there may be a bug which causes it but it's not intentional.
Final tier hand in location is Craglorn.
If you are a ESO+ member you would have access to Orsinium any way and the requirement is only to go to the zone and hand in (which you'll be able to do as an ESO+)
In short, you don't need Orsinium, if you already have it via ESO+ you won't have to buy it.
You used to need Orsinium to hand in max level writs. The guide is just old and hasn't been properly updated.
The writs have since moved though, and Orsinium is no longer needed. All writs (including max tier ones) get handed in in base game zones.
2nd final tier, and final tier of writs are handed in at Craglorn.

Sunshine Daydream's Guides are updated as things change too so you can find another reliable source (not wiki though) there. Matter of fact I'm currently working my way through the PTS notes to see which pages will need update for Clockwork City's launch...
