A Question About Crafting Writs

I have read that the purchase of the Orsinium DLC is required to gain access to the final tier Crafting Writ. Is this true of paying subscribers that do not independently own the Orsinium DLC, even though subscribers have access to Orsinium content?

✭✭✭✭✭You shouldn't require Orsinium at all to hand in writs, there may be a bug which causes it but it's not intentional.
Final tier hand in location is Craglorn.
If you are a ESO+ member you would have access to Orsinium any way and the requirement is only to go to the zone and hand in (which you'll be able to do as an ESO+)
In short, you don't need Orsinium, if you already have it via ESO+ you won't have to buy it.@Turelus - EU PC Megaserver

This guide on elderscrollsonline.wiki made it confusing--specifically the verbiage that states "Only available if you own Orsinium DLC Otherwise writs will remain at Level 9".0 -

I can tell you that myself as an ESO+ member with 10 ranks in skills hand my quests in at Craglorn.

The writs have since moved though, and Orsinium is no longer needed. All writs (including max tier ones) get handed in in base game zones.

This Was true a year ago, but not needed anymore was moved back to Craglorn1 -
