It's a problem with ZOS.
I transferred from PC to Xbox and had little of this specific issue until last year but now it's become always so I don't play but morose due to eso Plus stuff.
Anyways one idea is to not use any port forwarding at all and set a manual local ip on your router for the Xbox one wired or wireless.
Once set up and if the NAT is open I've noticed better results wireless than wired on the Xbox one classic 1tb models and the Xbox one s 500 gb model

hmm i had that happen to me from time to time , what works for me is to hard reset xbox turn off the modem turn it back on , check inside of options in xbox NAT is open do a Test multiplayer connection check to see the speed packet loss and latency im getting and after that it works fine.
I understand it might be not your internet but just to double check can you get your mobile to be hotspot and then connect the xbox on your 4g mobile and try that , at least it will eliminate the internal internet.
