Everything seems accurate to me. If your concerned about skill costs, there are so many variables to that that you should never use anything but the tool tips in game on your character with your passives and gear to know costs.
Quite frankly, I never really worried about an off balance skill for the Whip, it procced often enough that i could just use it twice in a row and the heals kept up. But I also applied Searing Strikes for Heals too.
And, if they are winding up a Heavy Attack or a Spell and you Bash or otherwise Interrupt, that can set them off balance.

Also on topic, just a thought since dragon knights have a way to set enemies off balance the the dragon knight healer's wouldn't need elemental blockade.
