It's Almalexia's banner. Can't remember enough about the mine to be sure whether that explains why it's in there though.

So sorry..should have put where this was found in the post. It was seen in a burial chamber in the Howling Sepulchers in Craglorn.

You may be on to something there. Not Kynareth, as her emblem usually has a flying bird (above), but perhaps Kyne, as it is not dissimilar to the model of the Shrine of Kyne (below).

Concur with this; it looks a lot like the Amulet of Kynareth in ESV: Skyrim -

Just the head is looking off to the side instead of straight up.

That's just labelled wrong. Kyne isn't an Imperial deity, and the other "Imperial" banners are other Aedra, so that one should be labelled Imperial Banner Kynareth.
