My undaunted enclave invitation doesn't work

My character received her undaunted invite and I took it out of her mail but I didn't try to use it until she leveled up to 46. Every time I try to use it nothing happens. I did notice after I couldn't get the letter to open that the item description says you have to be lvl 45 to use it. Does that mean you can only use It if you are EXACTLY that lvl?

✭✭✭✭✭You don't need the letter.
Go to the Enclave and talk to one of the NPCs. If this is the first time they will have you talk to tall the quest givers and then you should be able to do pledges. You get a Key for this too. I have only used this letter on one character and have not had it in inventory on several of them when taking them to the enclave for the first time.
While it should not make a difference, you might have to go to the Capital for your Alliance the first time. After that, for sure you can go to any Capital that is convenient for you to grab pledges and quests.Enjoy the game, life is what you really want to be worried about.
