Pvp dual wield traits

So since there is no longer a reliable way to proc off hand enchants it got me thinking, is infused/infused a good combo? I know pve precise is good with infused cause it boosts crit but in pvp crit is less important.

I was told also that if your main hand is on cooldown your offhand will proc. If that's correct and I have a poison enchant on main hand and disease on backhand, use flurry, will it proc poison and then disease on the first 2 hits?
Just trying to figure out how this works, never used dual wield in pvp before (well on stamplar but use jabs for him anyway)
