Fighters Guild Won't Level Up Anymore!!

So I have been stuck half way through level 8 in the fighters guild skill line for too long. I need to get to 10 for dawnbreaker and its quite annoying I can't achieve this when I have been grinding in coldharbour killing daedra for hours. Is there a way for this to be fixed? I don't know why this issue exists especially when a patch was recently released..I would think bugs such as these would be taken care of. I don't know if its just one of my characters that has the problem as I'm not leveling dawnbreaker on any other character at the moment. Hope Zos can help with this issue..
