There is no way to set the priority, it's basically what priority ZOS chose and your placement I believe. It could be "most recent first" priority but I've never paid enough attention to notice.
Someone like @Paulington might have a better answer as he's more in touch with such things.

Noone is in touch with the synergies. Each time when you try to activate them, they just instantly disappear ;-)
But I believe that some time ago, in one of the similar threads (maybe even the one created by Paulington), the dev popped in with a /lurk. So... there is a chance that ZOS (finally!) plans to make the synergies more reliable.
