Why cant you upload the patch notes while the update is being installed
I believe they perform some testing and various checks while server is still offline, so the patch notes may not be final until this is complete.
lol, testing and checks, wtf is that. they are all about throwing *** against the wall and hoping something sticks, you can bet your bottom dollar that it will crash, and glitch as soon as it's avail for DL
@ZOS_GinaBruno gets called just before lunch and has to jot down the patch notes very quickly on a sheet of waste paper with a broken pencil. While keeping an eye on the cooking food she then has to retype them on a typewriter acquired in the year 1956. It's still really awesome. After finishing them up she sends a carrier pigeon to the offices where they are typed into the forum then.
At least that's how I picture it every patch day.

guess ps4 has better and faster servers that never crash etc, guess we should have xb1 one around lunch time in NZ. than another 4 hour to load the update, maybe showtime on wed NZ
Imagine that your patch notes you compiled on Friday and posted when maintenance began include something like "Fixed a quest NPC that was bugging out." You go to apply the patch, and it turns out that this fix either broke something else, or doesn't actually work. Now you have to go back and change that, but people saw that the quest NPC was "fixed". Then misinformation spreads and you have to do damage control, creating more work.
They are actually written over the weekend, IIRC, but Gina and Jessica won't post them until they're sure that all the changes listed are actually going into the patch to prevent having to recant notes.
