Created a new character and went back to my Alliance territory right after the tutorial.
And lo, after only 3 hours of play, at barely level 6, I get accosted by Alessio Guillon who wants me to contact Azura's oracle, one Rhea Opacarius in Wayrest . . . and I am in Stros M'Kai . . . level 6 is a too early to go around the continent in all three Alliances territories. No ?
This quest is going to stay a long time in my journal ...

During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

iirc that is a prerequisite quest for the morrowind expansion story line. It was added to the base game before the expansion came out.
you get a momento for completing it.

The damn quest indicator is more annoying than ' do you know how long i've been looking for you' or 'halt! i was sent for you' because Alessio Guillon is literally EVERYWHERE! From big cities to small villages, forcing you to accept the quest.1

Since One Tamriel, it is entirely fine to go anywhere with a level 6 because you're scaled to CP 160 (as is the world around you).
It's definitely an annoying quest, especially since the quest giver shows up even if you started on Vvardenfell and completed it.0 -

If you finish the main questline of Vvardenfell before completing this quest, Azura's dialogue at the end will change, hinting that Clavicus Vile's actions on the island were "only the beginning".It's definitely an annoying quest, especially since the quest giver shows up even if you started on Vvardenfell and completed it.

Completed it today with a character that finished Vvardenfell's questline. Azura even hinted something about "night" (something that has connection to Clockwork City DLC).
Now I'm curious to hear what she has to say if The Missing Prophecy is finished only after Morrowind & Clockwork City's questlines. She talked about 3 Deadric Princes (outside Sotha Sil's pact).
