This should be active since only the skills on the active bar benefit from the XP.
couple of quick notes on werewolf: I believe it takes 250 kills to reach level 10...another couple of hundred though to max all your morphs...
costs a lot of skill points to run your wolf...22 or so I think...
I've had my non-werewolf skills level up while in werewolf form.

AFIAK, there are only a few ways this can happen.
Your equipment may still gain XP while wolfed out. I'm not 100% sure on this. Your weapon and armor stats are still relevant while transformed, but your enchantment (or, I assume poison, if you have one slotted) do not.
EDIT: additionally, all of your non-wolf passives "turn off," while transformed. For example: this means, if you're using DW, your twin blade and blunt bonuses will go away, as will your off hand bonus damage. If you have heavy armor, conditioning turns off. Most hilariously, this means the Intimidate passive turns off, so you can't scare people into submission by transforming into a nine foot tall snarling deathbeast.
So if you have a sword and board in human form, your armor while be higher, but your damage will be lower than if you had a 2h equipped. With this in mind, don't wolf out on a bow bar. Just, seriously, don't. There's a similar issue with DW. If you're a wolf DPS, 2hs are your friend.
Skill lines with fixed, or full XP progression can advance while transformed. What I mean is skills like Fighters Guild, Undaunted, Mages Guild, or (theoretically) Soul Magic can advance while transformed. Alternately, skill lines like your racial passives or (if you could still have both at the same time, Vampire) would also advance, because those consider your total XP earned, not your currently equipped skills.
Outside of that, Class Skills shouldn't level up while wolfed out. If they are, then that's a weird bug.
