I'm at work so I can't watch the video but I was in Al'kir yesterday and saw some "bots" killing mubcrabs over and over. They had the usual random names and low levels you see in such players. I don't know if bots truly run on consoles, more likely a single player running multiple consoles.
That's said ZOS does appear to boot these players when they get enough complaints. I went to Shattered Grove in Auridon about 3 weeks ago and saw mass farming of wolves and bears. Went by there last night and saw they were all gone.

And yes that would be hard, first of you need an hacked console, then you need an software like cheat engine designed to run on the hacked console. Second option would be to use an pc who managed to pretend to be an console

An way simpler method would be to use an control with macros, this would be way more limited as in casting AoE regularly.

Not really. You don't need to hack a "console". All you need is a hacked/fake controller (which is dam easy to do) and a HDMI signal reader (nothing hacky here, totally legit). The rest works the same way as PC bots. Case closed.
