Fixed => unable to initialize connection to Steam

Fix => run Steam and ESO steam launcher as admin

Got the Error 11 last week.
I've uninstalled and reinstalled 3 times.
Now I get the "unable to initialize connection to Steam" message at Login
I couldn't find an answer that worked when I searched the web.
My account is still good.
any ideas?
