Unable to use my steam balance to buy ESO plus !

So I had ESO plus before. I was able to buy it on steam. now after few months I wanted to add 1 month of ESO plus . It didn't allow me to do it . I have enough funds on my steam account. So I went to manage my subscriptions and pressed edit and added 1 month buy it charged my credit card instead of my Steam balance.
I did little search it seems other people have same issue.
Steam doesn't have support for that and they refer me to your website.
How can you fix it since I want to use my steam balance to buy ESO plus. Also I am able to buy crowns with my steam balance .
Please help !
