Orsinium, Breton Guards?

So I was about to post this in the bug section, but I suppose this is more of a continuity issue than a bug. How is it that Orcs, who have forbidden any Breton armies from ever entering Wrothgar again, have like 50% of their town guards be Bretons? Also, while I love the Ancient Orcish Helmet, I hate that you can see characters necks... Below are some examples of filthy Bretons wearing our armor and parading around our city.

    Being a guard is not the same as being part of an army. I assume that's the loophole they're using. Orsinium is part of the Covenant, so makes some sense they have some Breton guards. As a sign of good faith. I know the orcs don't care about the three banners war which is why they recruit help from all factions to rebuild Orsinium but Kurog was part of forming the Covenant.

    I wouldn't be surprised if the costume is bugged and the neck is always human (while the wearer is actually an orc). Do they have Breton voices when you talk to them?

    Yeah they all had Breton voices. If you move your camera around while in 3rd person so you're clipping into their helmet you can see their real heads too. Orcs still have their tusks, all these guys had Breton heads.

    The cities are most likely hiring guards from the people who live there. In Daggerfall you can find orcish guards as well.
    Pugging. Pugging all the way to victory.
    Imperial Dragonknight --- male, stamina, heavy & medium armor, dual wield, one hand and shield, two handed.
    Breton Templar --- female, magicka, light armor, restoration staff.
    Redguard Warden --- female, stamina, medium armor, bow.
    Breton Sorcerer --- male, magicka, light armor, destruction staff.
    Imperial Templar --- male, stamina, medium armor, two handed.

    I bet if you ask Chief Bazrag gro-Fharun about the Breton guards, he will denounce them and say the only good guard is an Orc guard.

    Then he will probably complain more about the influx of people from all over Tamriel. I have yet to help everyone out myself in Wrothgar, but I assume the Breton guards are there under the direction of High King Emeric and the Daggerfall Covenant, as others have mentioned.

    Or is this a secret conspiracy of the Bretons? I doubt it, I think I would have been notified :(
