Can't cure vampirism/werewolferism (because priests are on holiday?)

I got WW to 10 today, got the achievement and want to cure it. There's no Priest of Arkay in any of the location listed in any guide. I was taken by a guildmate to see one of the priests he went to just some hours ago and we concluded that the priests just arn't in my version of the game. They're not invisible, I can't interact with them and I just run through them.

I've disabled ALL addons, I've reloaded UI, reloaded the game alltogether, repaired it.
The priests and only the priests (never had any use for these guys the past 3 years, now they decide to dissapear) are the only NPCs my game decided to pull.

Bug report filed in-game. Anyone had this issue? Did it ever get resolved? Could YOU do anything to fix it? It's apparently local so I'm not sure what help I can expect from ZOS.

    ***EDIT***
They're not invisible, I can't interact with them and I just run through them.
Just want to make it more clear... the NPCs is not in my game at all. I can't see them or their names, I can't run into their hitbox, I have no way of knowing that they should even exist.

    ***SOLUTION***

You can't have the "Hircine's Gift"-quest active, since it's repeatable I had it activated but didn't bother to complete it. Abandoning the quest materialized the priest right in front of me.
