Spider Cultist buffing Light and Heavy attacks?

Was testing a few sets around on the PTS, and someone in one of my guilds mentioned that Spider Cultist 5-piece is buffing Light and Heavy attacks with a Destruction Staff.
Light and Heavy Attacks aren't abilities, so is this supposed to be intended or is it a bug?
For reference:
Spider Cultist Cowl (these are pre-HotR values for the 2-4 piece):
2 items: Adds 8-688 Spell Critical
3 items: Adds 11-967 Maximum Magicka
4 items: Adds 1-129 Spell Damage
5 items: Adds 5-450 Spell Damage to your Destruction Staff abilities.

Toast_STS✭✭✭✭Automaton says the same thing but for physical damage abilities and it buffs light and heavy attacks. I hope it's not a bug.VR14 DK Leaps-in-keeps0
