Also food for thought, blocking doesn't reduce damage done to shields, only health.

I thought about Bloodthorn, but if you want to be the permablock tank, Syrabane works better. Especially as a warden, Syrabane + Betty netch = never run out of magicka. Pair that with all armor in sturdy and frost staff = permablock magicka tank

It is not about how much one has of the stat they use for blocking. It's about resource management. A fight of any decent length will drain any tank of their resource pool if they don't work to manage it.
Of course, for most 4 man dungeons it almost doesn't matter what the tank wears.
