Multiple difficulty levels for Group content. Towering progress
Lately I found out that the difference between normal and veteran and even hard mode content is a bit too rough for some players and also too easy for others. This ofc lead to some drama where some people who just want to complete a certain content can't really learn it let alone finish it. So I came out with a new system to scale the content on up to 10 level of difficulty instead of N, V and HM. Normal difficulty level should be left out of this and make it really easy so you can complete even with an incomplete group, but veteran content should be split into up to 10 levels (each with their own hard mode ofc).
The idea behind this is that players should work their way towards the top and not just getting "carried". Shh. This will also give more players the opportunity to raid, practice and learn content better as well as encouraging groupping even more than before. It will make progress feel like progress rather than struggle. It will also make easier for a player to join a lower difficulty level raid that curently is way over their power such as vMOL or vHOF. This could also open the possibility to form more random groups via group finder and met new players as well. On top of that, players who want for example a certain skin or items will need to finish some more raids before finally getting it for their own merits, team merits or due to the general team work. Also the best part is that near the end the difficulty should have quite some high standards. Long story short? Everyone should be happy. Except if you dislike the idea of "grinding" a raid. Also just like the PvP progression system, raid progression system could use specific names.
This idea is a work in progress atm anyway. Feel free to come with the best possible outcome.

How all this should work? Lower level raids should be quite easy and progress toward next level should also be easy to be obtained. But once you go up on the leader things should take quite a turn and make things really difficult and interesting. In order to progress toward next level you will have to finish a certain amount of previous level raids (I was thinking about 10 or it could be a logarithmic number) each with a certain level of requirments, such as time, death limit or using specific mechanics during your fights. On top of that the more you go up the more adds might jump on you, damage would be increased, enemy health bars would rise etc. I will post bellow few tables to make an idea about how this difficulty structure should work. Notes numbers could be tweaked.

Requirments to get toward next level:
Level 1 Complete 10 raids
Level 2 Complete 10 raids
Level 3 Complete 10 raids within 80 minutes
Level 4 Complete 10 raids within 60 minutes
Level 5 Complete 10 raids within 45 minutes, with less than 50 total deaths
Level 6 Complete 10 speed runs and hard mode run all in one, with less than 30 total deaths
Level 7 Complete 10 speed runs and hard mode run all in one, with less than 20 total deaths
Level 8 Complete 10 no deaths, speed runs and hard mode run all in one
Level 9 Complete 10 no deaths, speed runs and hard mode run all in one
Level 10 Complete one raid and make yourself someone worth remembered. Congratulations.

More about difficulty
Level 1 12 players, Just like Veteran but boss and adds health lowered to 35%, damage should also be with 50% lower than in vet, no one shooting mechanics, less adds
Level 2 12 players, Just like Veteran but boss and adds health lowered to 50%, damage should also be with 50% lower than in vet, no one shooting mechanics, less adds
Level 3 12 players, Just like Veteran but boss and adds health lowered to 70%, damage should also be with 30% lower than in vet, no one shooting mechanics
Level 4 12 players, Just like Veteran but boss and adds health lowered to 80%, damage should also be with 20% lower than in vet
Level 5 12 players, Just like Veteran but boss and adds health lowered to 90%, damage should also be with 10% lower than in vet
Level 6 12 players, Just like Veteran
Level 7 12 players, Just like Veteran but boss and adds health buffed to 120% + additional adds in trash groups
Level 8 12 players, similar to level 7 but with additional adds / mechanics during trash and boss fights
Level 9 10 players, similar to level 8 but with 2 less players on the battlefield
Level 10 8 players, similar to level 9 but with 2 less players on the battlefield
It doesn't mean you need to bring less players in that raid. Simply 2 or 4 players could get a very sweet debuff for the duration of the entire raid.

Bosses Rewards
Level 1 Green Items
Level 2 Green Items
Level 3 Blue Items
Level 4 Blue Items
Level 5 Blue Items
Level 6 Purple Items

Level 9 20% Gold Items
Level 10 50% Gold Items
Chests should provide same quality items but level 9 and 10 should not give players gold items but just purple or chances to get a gold item should be dropped severly.
Level 1, 2, 3 should provide players with 200 gold worth items
Level 4, 5 should provide players with 500 gold worth items
Level 6, 7, 8, should provide players with 1000 gold worth items
Level 9, 10 should provide players with 1500 gold worth items

Hard Mode End Bosses Reward
All levels double jewelry loot
Levels 6, 7, 8, 9, 10 Hard Mode bosses should reward players with one 10k worth item a week per character. 9 and 10 should reward players with 2 such items.
Levels 8, 9 and 10 Hard Mode bosses should include double weapons and shields drop.
Levels 9 and 10 Hard Mode end bosses should have a small chance (5-20%) for a 50k worth gold item drop.

    TL;DR

    I agree there should be one intermediate level between normal and vet dungeons / raids (and maybe one harder than vet) but honestly your system seems way too complex
