Off Balance and Lightning HAs in a Group

I'm a console user and I heard something interesting about off balance and lightning HAs. When off balance is proc'd from an HA, it only applies to person doing the HA, which would be about one second where off balance doesn't apply to the group. If you have more than one sorc, it could really lower your off balance uptime because of multiple heavy attacks.

Does this make sense? I was wondering if anyone could confirm.

    Dude what? I will explain you everything from the begin.
    Every source of shock damage has a chance to put target in CONCUSSION. Chance depends of type of the source. For example Shock enchant has the highest (20%), and ground dot lowest (1%)
    Concussion lasts for 3 sec, during that time EVERY lightning blockade has different chance to proc offbalance status, and here you gain 10% more damage to the target, if ur champion points are including Exploiter passive. There is something to mention, Concussion offers Minor Vulnerability, what gives increased damage taken by 8% to certain target. Effect lasts as long as Concussion, so 3 sec if I am not mistaken after HotR changes. Offbalance lasts for 6 seconds, and during that time you can deal 10% more damage, as I said(exploiter). BUT - when target is offbalanced, first heavy attack after effect was applied deals 70% more damage and removes effect from the target. Important thing is that, not every boss can be offbalanced but every can be concussed. When you have 3 mag sorcs in a group, with two lightning staves and lets say they weave properly and they are constantly hitting the boss, Concussion uptime is close to the 100%. If you dont know is exploiter passive worth in your group, ask leader how many lightning blockades you have and ask party members how often do they use HA in rotation. Basically less blockades or more staminas, exploiter becomes less worth.

    Afaik lighting heavy attacks aren't actually consuming off balance, it's just that off balance expires at the end of the heavy.

    Only the final pulse of a lightning HA will consume Off Balance, so for the rest of the duration it will still apply. Using Off Balance has been something the game has had since the beginning. Usually, it would be where you would block a HA by an enemy, which would set them Off Balance, then you would counter with a HA of your own, which would knock them to the ground. Your HA does 70% more damage to the Off Balance target, and knocking them down CCs them for a short time.

    With enough sources of shock damage and consistent Blockade of Lightning uptime, its easy to constantly proc Off Balance immediately after being consumed, so you can achieve nearly 90% uptime even with people heavy attacking a lot.

    Concussion was changed. Not the same thing.

    Yep your right the secondary effect on concussion was changed.
