Why are my Destro/Resto staff levels changing?

I play a magsorc with destro staff on the front bar and resto staff on the back bar.

For some time (weeks), something has been nagging at me whenever I looked at my staffs (checking the charge in the morning before starting play, or for whatever reason). But I couldn't think of what exactly was going on.

Last night, I finished playing and checked all the staffs I had in my inventory (drops/quest rewards) and there was an upgrade.

I had a new lightning destro staff which was an upgrade to 1108 - not something I would forget.

So this morning (9 am), Checking stuff to make sure I had all the right gear, and my destro staff said 1060.

I thought I screwed up last night and didn't get an 1108 - figment of my imagination. So, I wrote down in my notebook 1060 for destro staff, 1084 for resto staff.

I finished playing this afternoon, and now, four hours later, I load my character and checked to proof myself wrong.

Well, my destro staff is now 1037, and my resto staff is 1060.

They're all normal staffs with enchants on them. I thought maybe it's because sometimes I let the enchant run out before I recharge it, but my resto staff is not even close to half way so far, so that can't be it. Unless the destro enchant running out affects both staffs?

But why would they lose that much, why would they lose anything?

Oh, not kidding and not trolling. This is just nuts.

    Are you the same level each time you looked at it? This includes CP level if you are level 50 and under CP160.

    It is because of level scaling : gear of your level is as strong as a similar gear on a top level and have the same stats. As you level, your items become lower level than you and they get the stats as if they were lower level than the gear level cap.


    Ex :
    You are level 10, you have a staff level 10, the staff has the stats of a CP160 staff worn by a top level.
    You are level 12, you have a staff level 10, the staff has the stats of a (let's say) CP150 staff worn by a top level.

    Your weapons and armour become weaker as your outlevel them. Your gear needs to match your character level.
