Overwhelming Surge and Elegant

I'm trying out a build I created using Overwhelming Surge, Elegant, and Stormfist on a Magsorc. I was wondering if Overwhelming Surge is any good or not? I know that julianos and necropotence are usually the go-to sets, but I wanted something different. Also I've never heard anyone talk about this set, so if anyone has any thoughts on it, thanks. Also, I'd be willing to switch from O.S. to something else, but not Juli, or Necro. Don't worry about the race or what weapons i'm using, I just want to know about the set.

For pve it's bad, for pvp non cp it can be nice. Not a fan personally. Use netches touch with elegant for some mean over load hits

(5 items) When you activate a Class ability, you have a 15% chance to surround yourself with a torrent that deals 1986 Shock Damage to the closest enemy within 12 meters of you every 1 second for 6 seconds.

Dmg per proc: 1986*6=11.946 (note, the radius is big but it only affects the closest target)
Dps per proc: 1986

Proc up-time (assuming you cast a class skill every 2 seconds): 6/(6+(100/15*2))*100=31.0%
Proc up-time (assuming you cast a class skill every 1 second): 6/(6+(100/15*1))*100=47.4%

Dmg average per proc (class skill every 2 seconds): 11.946*0.310=3.703
Dmg average per proc (class skill every 1 second): 11.946*0.474=5.662

Dps boost (class skill every 2 seconds): 1986*0.310=616
Dps boost (class skill every 1 second): 1986*0.474=941

Casting a class skill every 2 seconds is more realistic as magsorc so you can see the dps gain is extremely low for a 5pc bonus.
