Afflicted Set "50% proc chance" Bugged ! ( PS4 )

On Ps4 NA, Afflicted set is not giving the 50% chance every 4 seconds as stated. I was testing and had DW and bow and neither saw a 50% chance to proc. As i light and heavy attacked used skills and abilities on another player on 2 races of his.
This set or maybe "disease is immune on Argonians. ( Did not proc 1x out of 1000+ abilities and skills.) Of course they have resistance. But it shouldn't negate the 100% damage and status effects.
Now i was wearing 3 afflicted jewely gold purple and head and shoulders. 1 vma bow and two 1h vma axe, dagger with 5 auto body orc stam sorc.
The next test was against a Redgaurd, there was some kind chance but out of 100 attacks 4 procs went off as the status effect was still applied.
Also if Argonians are immune to poison, disease sets and "status effects" id like to know. @wrobel
