My wife plays ESO daily and spends most of her time in Cyrodiil. We recently bought new computers which exceed the recommended system specs in every way:

GeForce GTX 1050 Ti with 4GB VRAM
Ever since she has had continual issues with performance in Cyrodiil that I can not resolve. Several times a day her client will start taking forever to load in game objects; transits in keeps won't load, doors on the keeps won't load so she can't get in, NPCs don't load and enemy players don't load. I have watched her fight in a keep for 10 minutes or more and she has to just keep using AoEs because there is a full group of enemy players fighting her group in the keep and they never load graphically. Mostly this happens when she is in a group running and taking/defending keeps or outposts. Also, whenever someone joins or leaves the group she is in her client freezes for a good 3-4 seconds.
We have tried running with no addons, that makes no difference. We have tried optimizers like Hook64, that also doesn't work. We tried a RAM Manager/cleaner, no effect. We have uninstalled/reinstalled the game several times, we run repair and restart the machine daily and I recently did an in-place reinstall of Windows 10. None of it helped in any way. This is extremely frustrating because this computer should be able to run ESO on Ultra with zero issues.
