Oblivion damage tooltip

So for my tool tip, it says the enchantment will hit for 3104 Oblivion damage, however it only hits for 2141.... So did the Nerf not apply to the tool-tip as well?

Things like berserk will artificially raise the tooltip, do you have those buffs going?

I had minor berserk on, yes. But in duels I have been hit with by a magicka nightblade using my gear set up for 3104 oblic damage. yet whenever I hit a dummy it comes out as 2141

Last I heard cp incorrectly increases the tooltip damage, but doesn't actually increase the damage of the glyph. Visual bug.

Then how am I getting hit for 3104 obliv dmg in duels by someone who uses the same set up? And they had more or less the same Buffs as I yet I cannot hit that high

That I don't know. Seems like there has been some winky stuff going on with oblivion damage recently.
