Can you really sell DLC in zone chat?

Someone was trying to unload one of the DLC packs in zone chat. I thought it was a scam at first cuz I'd never seen this before, but when I selected the item in the chat a full description was shown for it and said Not Collected. The seller logged out right away so never got a price quote. Thought these were exclusive to crown store. Is this even something you could COD?

✭✭✭I believe it is possible to link the DLC in zone chat, since DLCs do appear under Collections. But you certainly can't buy them for in-game gold.7-day PVP campaign regular 2016-2019, Flawless Conqueror. MagDK/stamplar/stamwarden/mageblade. Requiem, Legend, Knights of Daggerfall.
