Where to do a TES lore treasure hunt?

I'm particularly interested in TES artifacts, like Auriel's Quiver, Haft-Shard of Sunder, Saarthal's Burial Urn, Sotha Sil's Blessed Cogwheel.
What zones do you recommend and what passives (if any) to max? Also, can I get the items through stealing only? NPCs or stationary objects?

✭Okay, let me put it simpler: what passives to rise to get more purple items? Also do stolen items depend on the person who carried them? So, to get the lore items I should pickpocket nobles and mages/warriors?0 -

Stolen items depends the npc's profession and the region. For example, a hair from king Emeric Beard can only be dropped in daggerfall areas...0 -
cjhhickman39✭✭✭✭You want to raise your ledgerman skill line to increase chances at high value drops from theft
If you have the thieves guild dlc you also want to raise that line for better drops
Some drops are npc related (wanted posters from guards) so looking there first is a good idea0 -
