Cp160+, maybe 300+ for dlc dungeons. Technically you can start from cp10, but it would be very disappointing to loot a perfect monster helmet at this level.
You need to be able to do at least ~15k dps and have some decent aoe to do veteran dungeons (if youre a dd). Or reliably play your role as a tank or healer. That should be possible with your cps.
There are people who would kick you for any random reasons, thats just how pugs work. Joining a guild usually works much better than using group finder.

A lot of groups will kick you unless you are 300+ CP because dungeons take so much longer with low CP players, especially DPS. For example, a group with two 200 CP DPS will take 1 hour to complete a vet dungeon. A group with two 660 CP DPS will take 15 minutes to complete this same dungeon. A lot of people want fast completes for their daily pledges, so they don't want to bring along lowbies.

Certain dungeons are very difficult for tanks, and if the tank is low CP, they usually won't be able to handle the mechanics.

CP doesn't matter as much on a healer.

Honestly cp matters a lot less than some people would have you believe. 190 cp is fine. 100 cp is fine too, you just need to know what you're doing. People who kick you assume you don't and naively hope the higher cp they might get instead knows more. This is not always the case.

My advice would be to get into a friendly guild so you can start getting used to dungeons without the "Zomg why did you queue at such low cp you *%%$&" crowd. I'd also advice checking your performance - vet dungeons requirements are a lot more about that than cp really. Pull at least 10-15k dps(doable with 0 cp), have at least 16k health, don't use an ice staff and don't stand in red and you're good to go ;)

Cp160 is the minimum requirement for me, so that gear can be traded.

However due to the toxic attitude about pugs that we have as a community I didn't start doing dungeons until cp300.

Quick tip for lowbies getting kicked at the start of dungeons:

Farm for 5 pc worm cult armor, hircines veneer, or ebon armory and get you some fancy glowing balls. This will cue your group into the idea that you are not a n00b but in fact a dungeon vet with a build finely tuned for group play.

Is this stupid? Yes. Will it help? I have no idea.

Sigh..... I have to second the join a guild advice.

There are a lot of jerks out there.
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
    ***
Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

I agree about the guild play. As long as you don't join one that specifies ONLY high ranking, experienced players, because if you aren't up to speed you will only *** people off.

And, hey, if you guild play and they give you a hard time, there are 1000 other guilds out there looking for players. It took me a while to find some guilds that are a good fit.

160 will be fine if you craft And buy decent gear. The only vet dungeons i'd stay out of are soth and hotr. The dlc dungeons i would not touch before 300 CP and a good gear set up.

As people said, cp160. If people are kicking you on base game dungeons at 160 without giving you a chance well it's unfair.
On the other hand I won't play with low cp for DLC dungeons, they are too tough and you would definitely not have had enough experience let alone be able to do your role correctly and efficiently.
