I made the mistake of talking to her once and now she's hired this dog to follow me all over Daggerfall whining at me whenever I'm there and eventually it chases me into her. I'm feeling very harassed.

check your email for when you activated the DLC. she's been looking for me since October and she still won't take a hint. i think she has social problems. i hope she can open up to someone who will help her.

But I live in the free inn right beside the wayshrine where she always finds me, I think she's stalking me

Why should folks have to fill up their alts journal with quests just to keep annoying npc's quiet?

Would it not make more sense that she (and others like her) are coded in such a way that all the player has to do is ignore her, take a few seconds to travel by Wayshrine to (in this example) Wrothgar and have the game code recognise that you have been to Wrothgar and then the only time you will ever see her again is in Orsinium should you wish to accept the quest at your own leisure?

ps: i think OP is being sarcastic rather than complaining.
