Bounty from spider witnesses?

I just did Partners In Crime again and for the first time I accrued NO bounty!! ...until I fought two small spiders escaping. Wtf? The spiders are working for the Iron Wheel? I had no bounty from being captured, snuck past all the draugr, had to fight two spiders that were just unsneakable, snuck past the giant spider Drusilla, get outside...and suddenly I have 231 bounty. HOW?? What did I miss? Does it just slap a bounty on you anyway for being there or something? Or did those blankety blank spiders really tattle on me?
