Outlaw refuges are too small as it is with specific stalls people need to be at. It would be beyond annoying to have people dueling in a cramped space like that. It's already annoying as hell to have them dueling in streets where you have to walk and occasionally getting all over you when you're at a merchant. I wish duels were constrained to arenas, or would automatically take you to an instance for dueling like I've seen in other games.

there should be a new feature added to the outlaws refugees, an arena, an underground round big room where tournaments can be held, it will be an 20 vs 20 pvp instance with proceduraly generated maps.
If we had open world-PVP, they could.Still...you would think outlaws could fight each other.

There is an Arena. Hammerdeath, just west of Wayrest. But no one wants to use it cause they just prefer to Duel wherever they want, which usually ends up being the Undaunted Camps or the Wayshrines.

Maybe because when they were talking about the introduction of duels, one scenario they laid out was being able to duel in a dungeon when someone in the party had to go away from the controller for a few minutes. Instead of just standing there, you would have something to do.
When it implemented and this was not possible, they never explained why one of the stated reasons to do it was not included.
