Lightning staff heavy attacks not counting as two hits for NB's Merciless Resolve since HotR patch

Lightning staff heavy attacks are no longer counting twice for the Merciless Resolve NB skill. Couldn't find this if it was in the patch notes, but I don't think it is intentional due to inferno heavy attacks still counting as two light attacks/hits for the Assassin's Will proc.

Bump, I've been hitting on a test dummy and it seems that, occasionally, my lightning light attacks will not count as well.

@ZOS_GinaBruno Apologies for the tag but I'd like to know if this was intentional, if you guys are aware of it, if it's meant to be fixed, etc.

What? Heavy Attacks aren't meant to count as double light attacks, so was this a bu in the first place?

I'm not sure if it was a bug in the first place, but heavy attacks on staves (and bows) have been counting as two light attacks since the Morrowind patch. Inferno and bow heavy attacks are still counting as two currently (unsure of ice since I don't use it). So any information at all on this would be nice.
