How about you? For me personally I found rare occasions of a set piece on easy chests before HotR, average chests contained at least a blue set item, difficult chests were always purple, master chests the same.

Now I can find set-pieces only from difficult onwards and on diff. they're blue. that leaves jewelry to be found only in master-chests?
