I'm assuming this is some kind of running gag based on how some the NPCs react to this, but aside from often asking the stupidest questions in the world and proving there is such a thing, they often literally repeat, word for word, what the NPC says in question form. There's usually no other dialogue option, so you're just forced to sound like a half deaf, brain dead moron. It's both hilarious and irritating.

Thank you for your statement. It was boring the same like the npc dialogs.

I've noticed this more with the release of Morrowind.

NPC: I need you to go to the dungeon and find my research notes.
Me: Okay, I'll go to the dungeon and find your research notes.

There's a lot of these instances - usually coupled with a second dialogue choice of: 'What did you want me to do again?'

I agree! I often question my characters stupidity when it comes to the dialogue.

There's a NPC in Dark Brotherhood who says "Stop repeating what I'm saying, it's annoying".
