Dungeons shouldn't be too hard for two players, if you work at it. There was even a point that normal Hel Ra could be duo'd, but they fixed the ability to bypass the right side door after Ra Kotu. I'd recommend starting with normal-difficulty version-1 base game dungeons and work up from there, the easier ones are arguably easier than open world bosses.

Normal dungeons and overland world bosses should be just right. Overland mobs, delves and public dungeons are quite easy even for solo and vet dungeons may be too hard.

Craglorn group delves, and other craglorn stuff might work well.
If you don't PvP, Cyrodil PvE, espesialy the towns.
Grinding just make you go in circles.

Tank and healer, and group find dps for dungeons. Vote kick goobers, dps spots will fill near instantly. Add quality folks to friends list.

If it helps reinforce the "duo" dynamic, think of the dps as pets :)

Dungeons and loot quality that scale to the group size would be awesome, but yeah go ahead with normal dungeons like City of Ash 1, Fungal Grotto 1, something something 1.

I would seriously suggest trying to duo some of the easier normal dungeons first, after getting your gear and levels squared away. Vaults of Madness was one of our favorites.

You can feasibly duo vet dungeons as well, with enough practice and preparation, using two solo builds.

    It's quite fun.

PvP. Duo in Cyrodill is a hell of a good time. You can also queue into BGs together.

If overland is too easy and dungeons are too hard, maybe go on a World Boss hunt.

With a couple of half way decent builds, most normal (non DLC) dungeons should be doable - exceptions initially might be ones where someone gets tied down or locked away (both in FG 2), but I when you get better even this can be 2 manned. You should also be able to 2 man all worlds bosses, group delves and dolmens.

Craglorn can be done with 2 people - I tend not to think of 2 manning content as making it easy, but just having more fun with a friend and getting things done quicker. When you are up for a challenge, try vet dungeons with 2 people.

My friend wants us to start sneaking around in Cyrodiil as saboteurs - a couple of NBs burning peoples siege and sneaking away again.... just to annoy people.

Are you breaking free on Direfrost last boss? She has a heal when she grabs someone and heals off them. If you do not break free from it she can heal to full and no amount of dps will be enough to defeat her. When you see the shiny beam on yourself(it will lift you in the air and your character will start yelling), break free asap. It's sometimes unresponsive though and then that blows.

I'd recommend starting with dungeons I, those should be easy and they really don't have many mechanics. Also Vaults of Madness. Most other dungeons with no number(not counting dlc ones) are a tiny bit harder, dungeons II are harder(though on normal...for example second FG II boss has a mechanic where the boss chains one person down and you gotta kill one of the ads holding the chains to free them - but you don't die on normal if you don't get freed anymore so that'd be fine too), dlc ones are hardest. Dungeons, WB and PvP is probably where it's at. I'd recommend getting some heals/shields too, on normal most things really don't hit hard so you should be able to facetank them basically.

If you want something in between there are the Craglorn dailies like Spellscar or Elinir and Archives, don't remember the exact names, look for Craglorn daily quests.

In case for dungeons you mean veteran, then try the normal ones and if you meant the normal ones, you may have entered CoA2 or some other not newcomer-friendly or even a DLC one, try the ones categorized as "1", there is quite a difference, you should be able to complete and have fun.

Honestly for a team of 2, Craglorn is perfect (minus trials). Most WB are fun with a team of two - Orsinium/Craglorn might be a tad tough for just two people, but the rest is all doable with a team of 2 average players.

Most normal dungeons should be beatable with just 2 players, and be rather challenging for your average player. (If your l33t it should keep things interesting - if not, even if you dont complete it, completing as much as you can should be fun).

Barring all that, just do what people would do (or at least I used to do) in older classic mmos that didnt have 50,000 activities shoved onto you. Go out there, explore, find crazy decors (i.e. a guildy of ours recently noticed nearly ALL skeleton placements in the game have some kind of funny situation revolving around them), and chat nonsense. :)

Cyrodiil exploration can also be fun in a team of two (just go from one locale to the next), and you can pick up or have as an aim, to get any missing dungeon/quest/skyshard while you're at it. Don't get caught!

Normal DSA would be just right for that.

OP as others have said, Craglorn should be fine.

And if some work, you should be able to run normal dungeons, particularly the ones in lower zones, as they tend to have simpler mechanics.

Yes, but we just don't do enough DPS to keep it up with the adds.

    Go out there, explore...

That's what we did, but it is so repetitive, as you do not have to react to anything. Exploring the world is ZERO danger (except the occasional world boss of course).

Well in that case I suppose you have two options. First is stick to #I dungeons exclusively as they're generally very light on mechanics, second improve your performance so you can do slightly harder ones like Direfrost/Selene's as well ;) It's totally possible to 2man it at your levels, I imagine you'd just need to upgrade your gear and rotations a bit. It could become a fun challenge to overcome if you set your mind to it :)
