Saint Delyn penthouse - tricky to get, not shown on map

This small room in Vivec City is shown on the compass, but on the main map. Even after entering the inn, the room isn't in the interior map or compass either. You literally have to wander around and get in front of the door to see it.
Was this intended or not? Curious, since all other inn houses around Tamriel are always shown on the map.
