Permission error on 64 client

I am unable to launch the 64 client from the launcher and have to directly open game from install folder. Also note the note 32 client does work (settings check off the 64 client). I have also repaired several times and turned off firewall for duration of repair. I am worried that i am not getting patches and if problem will escalate with each subsequent patch.

It's always been in admin, but I did verify it was and tried turning it off and on again. I always tried using short cut directly from download folder for launcher.

Fixed...removed saved variables and turned off firewall.
