I do not recall ever picking up this rune from rune stones. Is it available through Enchanter merchants?

They drop in the Imperial City DLC area ...

You will only find it in Imperial City. You can often find them in guild stores for sale.

Or can be bought for 5k tel var stones from the general tel var merchant (again imperial city).

Dropped a lot during last event too, so maybe guild trader might be a good thing to look at.

Heavy sacks... yes... but only in Imperial City.

Correct, hakeijo will drop in any heavy sack (not just Imperial City) ... but the drop is extremely rare.
