Spell Effects Not Triggering?

I was noticing while using the Stone Fist/Stone Giant spell that the first time I use it on an enemy it does knock it down and stun it as it is supposed to. When I use the SAME spell on the SAME enemy a second time it does NOT knock down or stun although the spell damage does trigger.

Do spell effects have a hidden cool down period?

There is a 7 second CC immunity built in to th game. Watch their feet. There will be a little wind swirling around their feet. No more CC until it dissapears. It was added to npcs some time ago to teach players how to handle it in PvP, where it has always been.
