Stuck on loading screen after latest update

Not only stuck but ESO on my CPU is at 99% utilization. Constantly using Task Manager to end ESO.

Update did not complete correctly the first time it downloaded so I closed the client and restarted and then update completed correctly. However, still could not get to character screen. Ended task again and did a 'repair' but still cannot get past logon screen.

Any ideas?

    For your issue with getting stuck on a loading screen accessing the character menu, please try the troubleshooting found here and here. If these steps do not resolve the problem you should submit a support ticket through the web assistant.

    Tried the 'here' and 'here'. Started launcher again and after about 10 minutes, was able to get to character screen. Another 2 minutes to enter game.

    Noticed that there is some stutter that I never noticed before. Any ideas on that?

    There could be a couple of things causing your game to stutter, which leads to a dip in game performance. Sometimes having too many audio devices active can cause the game to stutter. You can try the troubleshooting below that may help with this.
    1. From the Start menu, click on Computer and then System properties.
    2. On the left hand side, select Device Manager, then expand Sound, video and game controllers.
    3. Right-click and disable each audio driver EXCEPT the primary audio device.
    4. After each is disabled, close the window and reboot the computer.
    5. After the reboot, open up the Device Manager to check that all devices remained disabled after restarting.
    6. Launch the game again to see if there are still dips in performance.
