New penetration builds in HotR?

So I'm thinking over my character changes with the new update, and I'm wondering what kind of penetration will we be seeing in Cyrodiil given the new changes? How high will we be trying to defend against in this new patch? I'm assuming it will be lower, but perhaps not with the new mounds stone. What's the net result? Thanks for your thoughts.

For mag builds, based on the editor, I'm looking at the following in priority that increase your effective spell power:
Lover>apprentice>shadow>mage/Stam> thief.

This assumes you have between 45-51% crit chance, 32k mag, 2700 SD, and 9k spell penetration, . And the editor hasn't been fully adapted yet, only changes to mundas stone values were added.

I think it depends on your build, but if you use sharpened traits or use LA and dump lots of points into spell erosion, then you'll have better time adding missing stats with the mundas stones (especially if you need extra raw DMG to tackle shield builds).
