I think it might have been left out by mistake. They would have updated this text if it was absolutely intended.

What's on the PTS isn't always what ends up in the final, live update. In this case, we decided against changing Precise.
All those poor souls that were spending a ton on best in slot precise weapons just got the pointy end of a stick to the eye. Really lame to go back on something last minute like that. Like that extra 2% was really going to break the game. It was possible to get 90%+ before patch with crit chance as it was, so the logic here is lost on me, though it's harder for 2-handed to get near that as they don't have the 2 dagger bonuses.

Any developer comments on why precise didn't get buffed in the end?
Even with buffs it would have been an optional trait to run, not the best due to infused becoming so strong.
And then it was decided: Nah, let's revert precise to it's useless live stat and leave infused untouched? What's the reasoning?
