✭✭✭✭If I remember correctly, it no longer does. At least, I haven't gotten or seen them since they did the "smart loot" (quotations MANDATORY lol) overhaul. Before that they did.
My guess is any you see still floating around are throwbacks to pre-"smart loot".2 -

Correct, I still have a 1H sword and 1H axe (along with a 2H sword) from pre-"smart loot".
