There are some skyshards you may need if you run short on skill points. The delves are pretty much like the ones in every other zone except some players can kill you. I wanted the achievement for finishing the zone so it was worth it for me.
Kind of unrelated but there is a couple of skills you might want for PvE that you can only get by doing some PvP.
If you do go you will want a fast horse and if you can take a few friends or guild mates that can help against any enemy player you might stumble across.
Some of the quest lines were kind of tedious and some were fun. I'd say give it a try and see what you think.
and then the parrot said, "must be the water mines green too."
Reasons for a PVE-centric player to want to level the Assault/Support lines in PVP are:
Warhorn, which is a 'must' ultimate for tanks and healers
Rapid manoeuvre, which is the burst speed skill
Purge, which is a very useful cleanse
Vigor, which is an exceptional stamina-based heal
Caltrops, which is an excellent AOE stamina-based skill
Caltrops takes the longest, at Assault rank 6. That said, joining a zerg, you could do it in a weekend. If you want to level resto staff, it's an easy way to do that, too.
In addition, as mentioned above, there are a great number of skyshards in Cyro. While it isn't a big feat to get the ones in your home turf, you can go in on offpeak times and get the ones in opposing factions' terrain with little to no trouble. Heck, you can get lucky too when an opposing player sees you, realises you are there for the same PVE reasons, and just waves.
It's worth it if you want one of the sets from the Cyrodiil towns like Ravager, Morag Tong, Elf Bane etc. You can do the quests in Bruma, Cropsford, Vlastarus and get the items free without spending alliance points or gold.
If you're Questing by yourself, go into a low population campaign and stay away from Keeps as much as you can. If you can quest with someone else as a group, the better cause the easiest way to fend off someone that sees you as an easy kill is to have more of you against them.
As for the questing themselves, I'll give some tips on them from my experience.
Bruma: This is what I think is the easiest set of Daily Quests. Most of them are really close by if not within the town itself. You won't have to travel far at all to finish them all, however Bruma sees A LOT of player traffic, be wary of enemy players if your faction doesn't own the town.
Cheydinhal: This is a Quest hub that can't be captured and is more out of the way of Keeps, so running into enemy players is minimal. However the Quests will have you travelling over moderate distances back and forth.
Cropsford: This is another Quest Hub that's out of the way, however it can be captured and is usually owned by the Dominion a majority of the time, so expect to run into Yellow players (if you aren't one). This is the same as Bruma, most quests are within the bounds of town if not slightly out. Questing here will be quick.
Vlastarus: This is another Quest Hub that's able to be captured and frequently owned by the Dominion and thus, lots of Yellows run through there. These quests require short to moderate travelling.
Chorrol and Weynon Priory: These are what I think by far the worst Quests when it comes to back and forth travel. The Quests take you far out of town 90% of the time and because it's so close to the Covenant spawn you run a high chance of running into one or two, if not an entire zerg riding by. Always keep your head on a swivel and if spotted immediately go into hiding. If you run they'll just chase you down.
The only benefits to completing these of course aren't all that enticing. It'll help you toward earning "Master Explorer" and "Tamriel Hero", though you get the former title for clearing all the Delves. Also completing them earns you Alliance Points and Base Experience.
For raw XP? No. The payouts used to be pretty good, and may still be, for time invested, but, you can get that through other means now.
For content? Not really. Most of the Cyrodiil quests are variations of, Kill 10 wolves, or fetch me that dohicky. These are, by design, supposed to be picked up and turned in very quickly, without listening to dialog. Most, as I recall, only have a single sheet of dialog at pickup, and one at turn in, and that's it.
However, finishing all 50 of the repeatable quests awards you Cryodillic Steel, which is a nice dye. It also has a title, I forget the name.
Cyrodiil has the largest concentration of Skyshards and delves of any single zone. There's 49 skyshards total, and 18 delves.
The delves were some of the most interesting ones of the initial game. Most of them contain multiple bosses. Usually, two or three. In some cases, they have a unique rotating spawn mechanic, that will force you to stick around in the delve for awhile.
Depending on what you want, there are some dyes and titles that specifically require you to clear all of the content there. So, there's a reason to go there, but at the same time, if there's stuff you want to do elsewhere, then I'd suggest that takes priority.
For how disposable it is, PvE content in Cyrodiil is surprisingly memorable and tense. A large part of that is because you could potentially run up against other players at any time. So, the short answer is, yes, it's worth it, if you're into that kind of thing at all. But, at the same time, it is all kinda disposable.
Most of them are just fetch/messenger quests. But Cyro exploration in general is quite fun, there are interesting npcs, bits of lore and some special encounters (for example theres a group of revelers somewhere near EP gates, and they offer you a drink. If you accept, the screen turns black and you find yourself somewhere else) XD
Its not much, but its still fun. Probably less fun if you have a slow horse, though.
Edit: and dont forget extra skill points and lorebooks. Also, town quests give a bit of ap, probably itll be enough to unlock warhorn if you do all of them. Reward boxes are also nice - I looted a shield that was worth almost 200k (alteration mastery) and some other valuable items+alliance style mats from the rest of the drops. Of course, rng is rng, but its a nice bonus.

There's some cool achievements to do, lots of skyshards, that sort of thing, it can be pretty fun. Just please do it on a low-pop campaign, it's generally safer for you, always more convenient. and helps keep the competitive PvP servers from having too much of a queue!

I personally thought it was exciting and terrifying that at any time I could meet my end to another player while questing. Definitely added another layer to it.
