Why CP140 specifically though? Have you not gotten to 160 yet?
i used them for upping my alts skills.
I'm pretty sure the only 0 gold items you can pick up is the trash from backpacks, urns and such. Yeah I'd like to be rid of it, but honestly you should be ready to clear out your inventory anyway if you're urn-farming.
Piles of ashes sell for what, 5 gold? The foul hide from random wolves you inexplicably decide to pick up even though it's, y'know, foul: that sells for cashy money. Elemental bits, ectoplasm blobs, gnawed bones from urns, merchants will take any and all of them off my hands and give me some coin.
But voidsteel daggers? Worthless. Nothing.
Fix it or take them out of the game. It's just annoying.

Yeah, I was considering adding a third option. There honestly are more things they could do, like raise the items level to 160. Or add a gold value to the items...
But i prefer a world in black and white.
not all are worth 0 gold. and you do occasionally get materials. leave them alone. i used them for upping my alts skills.

what they ACTUALLY did was tied the crafting XP you gain to the value of an item.
looting items typically have a value of 0 gold - you occasionally get a green piece which has a minor value but the drop rates are extremely low
stolen items have a gold value the same gold value as items looted from corpses - the difference is in the drop rates of the quality/traits, stolen items follow the same rules as looted items.
while ornate does give a slightly higher craft XP - the gold you gain from selling it is more beneficial
looting corpses & writs are the only way to acquire intricate items and while these items undoubtebly grant the highest amount of XP for deconstructing an item the drop rate is quite low, so leveling crafting using only intricate items is time consuming &/or expensive
the quickest way is still to steal & decon
persoanally i steal, launder then decon, (2 birds1 stone)
trust me i have maxed out crafts & ledgermain on 13 characters!

There is no risk to the 0 value items which is why they are worthless. They aren't stolen, they aren't dropped. They are picked up in areas like Coldharbour where it says search/take instead of steal when you loot a container or just grab an item laying around. If they had value that would be the new way to grind gold and same goes for deconstruction.
-edit- The ones that are in containers in delves,dungeons or any other places with risk... it would be nice if those were removed. Even if it just meant more empty containers.

Containers drop CP140 armor and gear, even if you're at the CP Cap.
I think it was a hold out from a time where you needed the Wrothgar DLC to get Vet16 materials.
Honestly seems to me like the devs, just didn't feel like updating it.
